as suggested ping broadcast ip in the IP subnet you using will broadcast to all devices, still not able to understand why you looking to do that one.

as i know you can use boradcast of subnet 

for example 

i have 10.0.0.0/24 

i will ping 10.0.0.255 <<- this will make ping send to all host in that subnet.

only use ping command in widows, 
ping <subnet broadcast IP> 
this will make your PC send ping packet to all PC in same subnet.
