Hello,
My organization is currently in the process of upgrading our ISE from 2.4 to 3.0 but have ran into an issue when it comes to converting licenses. Are base licenses able to be converted into common licenses?

For the migration of Base/Plus/Apex Licenses to the new Essential/Advantage/Premier scheme you will need to open a case with the Licensing team. This is a manual migration at this time completed by them.
For the VM Licenses - VM Common is only required in ISE 3.1, not 3.0. In 3.0 Small/Medium/Large continue to be relevant and from your screenshot it looks like you don't have enough, or at least not in your Smart Licensing Inventory. The Licensing team can help you convert those (you can do it yourself too).

So prior to upgrading, the only licensing we have that would need to be upgraded would be our existing small/medium/large licenses? Our existing base licensing would be replaced by essential licensing upon upgrading to 3.0?
These are the only existing licenses shown that fall under the small/medium/large category.
