Legally, no. Right-to-use licenses that do no restrict the host platform environment are available for purchase from Cisco, but use of CML-provided images are restricted to CML usage.

Attention: The Cisco VM images that are provided for download with Cisco Modeling Labs or as part of the CML refplat ISO file are only licensed for use within Cisco Modeling Labs. Downloading these VM images and using them outside Cisco Modeling Labs without a proper license is prohibited.

Thanks, this looks exact like what I am looking for, so after purchasing the CML lab, will I have access to use the image on my GNS3 and Eve-ng as well or only through Cisco environment I can perform my practices ?
this is bit legal to answer myself, since i am not authorize to say,
what user do his own choice as long as you have image and using for education purpose.

Catalyst 9000v require 4 vCPUs and 18 GB of RAM per node
You can find this images in CML 2.6 or you can google it

not sure if it is legal to use those CML images outside of CML like in Eve-ng or GNS3; People have issues running this newly released "special" version of Catalyst 9000v switch in CML; likely you may have issues running outside; Have you tried Sandbox CML version or Catalyst 9000v emulator on SandBox ?
Regards, ML

Cisco retains the copy rights to its software images and grants a right-to-use the software for only the device specified by the RTU. Meaning: legally, you cannot obtain Cisco software images from anyone but Cisco, and you can only run those images on platforms authorized by Cisco. In general, this means that you cannot run Cisco images on EVE-NG or GNS3 unless Cisco specifically says you can.
Where does that leave you if you want to run Cisco images in a virtual environment? Install a licensed copy of CML ($199USD/year for Personal edition), or use a duly-licensed cloud-based version of CML.
