The license is "evaluation" and the time period has expired.  There is no license to "retrieve".

Thanks for your reply . In case if I downgrade to previous IOS version and then upgrade again  to 16.12.5 version , will it work . I think I didn't convert/reserve  the license to smart during the evaluation period of three months after IOS upgrade to 16.12.05.

The EVALUATION license has expired.  I cannot make it any more simpler than that.
