Need to change user's privilege level permanently

I have deployed a Cisco ASAv firewall on AWS as an instance

I have a privilege level of 5 to a user as per his request

But, now i need to upgrade the privilege level to 15

I did use command - username user1 privilege 15

But, it worked only for that particular active session.

User restarted the firewall, and he returned to the privious privilege level

Please help me with setting up the privilege level to 15 permanently.

Even i tried from ASDM, but, there too i can change the privilege level for that particular active session.

I need a solution where i can change the level to 15 permanently

I did try below commands as well, but, no luck

"aaa authorization console LOCAL

added a user with privilege 15

username user1 attributes
