I bought a switch 2960x-24ts-l. The seller says that he cannot update it to ios version 2022 because the 2017 switch may not come up with ios 2022 due to the old hardware.
is this true?

No, that is not true.
2960X is the most widely counterfeit models being sold. Counterfeit models have a daughterboard soldered to the main motherboard. The daughterboard's main function is to bypass the IOS verification check for one particular version only. Updating the IOS of a counterfeit version will render the unit inoperative.
