Personally i do not believe you can go directly from 3.16 i guess

you need to go 16.X  then 17.X

read the release notes :

WARNING:  You do understand that 17.2.1r and 17.2.2 is an "open beta" version, right?  Translation:  Whoever is going to load this into production network is going to be "helping Cisco find bugs".

1.  It is not possible (nor recommended) to load 17.X.X without upgrading the ROMMON.

2.  Read the Release Notes carefully.

3.  Copy the file into the appliance.

4.  Initiate Install Mode:

request plat soft package expand file bootflash:<FILENAME>.bin over verb

5.  Change the boot variable string to point to "packages.conf".

conf t
 no boot system flash bootflash:<OLD_IOS>.bin
 boot system flash bootflash:packages.conf
 boot system flash bootflash:<OLD_IOS>.bin
end
wr

6.  [OPTIONAL] Upgrade the ROMMON to 16.12.(2r) (ROMMON file can be found HERE

upgrade rom-monitor filename bootflash:isr4200_4300_rommon_1612_2r_SPA.pkg all

NOTE:  Check to see if ROMMON is required using the following command:

sh platform

Look at the last 3 lines on the bottom of the page.

7.  COLD REBOOT (pull the power cable).

IMPORTANTWhen dealing with IOS-XE, perform COLD REBOOT as often as possible.  I cannot discuss why any further than this.
