If the router is in ROMMON, post the complete output to the command "dir flash:".

provide the ios link..

In rommon mode set the new ios boot image and save configuration.

ex: 

set BOOT=bootflash:/isr4300-universalk9.16.09.03.SPA.bin <<- that why @Leo Laohoo ask you show dir flash to know if you select right image or not
