Create user in meeting services

We are trying to integrate WebEx conference system in our application. So our user can leverage WebEx services. For that we are using xml API services. We are trying to create user through XMl API but it asking for admin level permission. From message it seems that admin privileges are required. So,

Is it possible to create user in shared testing environment ?

If NOT then how can we test and integrate ?

Hi Dharmendra,

Our shared sandbox environment does not allow Site Admin access as you noticed so anything which requires admin access (such as user creation) is not allowed.  If you are developing a custom integration, you will need to sign up for our GDP (Gold Developer Program).  Along with the ability to use our APIs on your WebEx site, you will be provided full access to a dedicated development site.  If you are interested in the GDP, you will need to speak with your WebEx Account Manager.
