Does the Meraki Cloud have MAC Filter or the function of verification to manage BYOD?

I don't understand what you are asking.
You can use Meraki Systems Manager to provide BYOD access. This installs a digital certificate onto BYOD devices to identify them.https://documentation.meraki.com/General_Administration/Cross-Platform_Content/Trusted_Access_for_Secure_Wireless_Connectivity
If you want to use MAC-based RADIUS authentication (not really recommended), you can follow these instructions:https://documentation.meraki.com/MR/Encryption_and_Authentication/Enabling_MAC-based_access_control_on_an_SSID
You could use WPA2-Enterprise mode and grant access based on usernames and passwords. You could grant access using RADIUS against Active Directory, or define local usernames and passwords using Meraki Authentication.https://documentation.meraki.com/MR/Encryption_and_Authentication/Configuring__WPA2-Enterprise_with_Meraki_Authentication
You could use a splash page for logins.https://documentation.meraki.com/MR/MR_Splash_Page/Splash_Page_Details_for_Meraki_MR
You could even use iPSK authentication, given each person their own authentication key.https://documentation.meraki.com/MR/Encryption_and_Authentication/IPSK_Authentication_without_RADIUS https://documentation.meraki.com/MR/Encryption_and_Authentication/IPSK_with_RADIUS_Authentication
