Installation of pip fails

When connected to vpn having umbrella  roaming client ,  commands like pip install fails gives error like

But if not connected to vpn , it is Installed .what could be the issue

@skywalker_007 hard to tell, at a guess the traffic is being proxied and the computer doesn't trust the umbrella certificate?

Taking a packet capture would indicate the certificate in use. What do the umbrella logs indicate?
