Umbrella WEB Proxy is not doing Decrypt for All Sites

is not decrypting all sites e.g. facebook instagram pastebin to test DLP but others are.

example wetranfer working other sites and random sites no, all are using same policy.

Are the sites in the same ruleset? Is it possible that some of the sites are in a ruleset without decryption, and others are in a ruleset with decryption enabled?
