CUCI Lync can not decline internal and external calls. What could be the reason and solution of this?

Are you saying you can't hit the decline button when a call comes in?
I have this setup in my lab and can test, but I'm almost sure I would have noticed this already with the testing I have already done.

Do you face that same issue with a physical phone or any other soft phone (CIPC, Jabber)?
There could very well be multiple reasons for the issue that you are facing.
If it's not just with Lync, would be the OS issue (MAC, Windows).
One good tool that you can use for Windows would be the 'DebugView'.
It would help you capture the event that occurs when you press the end button.
It maybe useful in pin pointing the issue.

we don't use any application but CUCI, hence I don't know if the problem occurs with others. In deskphone there is only button "Answer"

Hi,
So from the snapshot you uploaded, it looks like you are trying to decline the call when it comes in i.e. even before it's answered.
If that's the case, then I looked up a few forum on Lync and it says:
"To decline a voice call, in the call alert, click the Close button. If voice mail is enabled, the call is redirected to voice mail
Such behavior in the description from above is applicable only to the default client configuration with Exchange UM enabled for the user."
