I had this same issue:
The fix was to make sure the name of the Remote Destination Profile (RDP) for each user is exactly as it shows in the Call Manager when setting up your Remote Destination (RD) bulk import.
After bulk importing my RDP's - I noticed that the Call Manager automatically was changing the case of the rdp names to all CAPS.
Example - in my import RDP spreadsheet, my rdp's were listed as
John Smith RDP
After import, the call manager showed the profile name as
JOHN SMITH RDP
I changed my Remote Destination (RD) Bulk file to reference the rdp names in all CAPS and the RD bulk works now.
