CWMS v4.0.1.19 Meeting Invite Splash Page Time Zone Issues

Whilst my server's time zone is set correctly and Firefox meeting invite splash page reports the correct (GMT+1) time zone; when planting the same URL into either IE or Chrome; they display Pacific Time (UTC-8.00). The hosting PC is set for UTC+0 with Daylight Saving Time set; however, modifying the host OS time zone does not make any difference.

The symptom are consistent across Windows 10 & 7.

Further investigation concludes that the symptoms are only apparent in Modern mode!  Indeed, the symptoms are almost identical to Cisco BugID CSCvk75069 (“Show incorrect time when use ' Mountain Time zone”).
