I have seen this on a couple upgrades of Emergency Responder.
After upgrading from version 12.5.1 to 15.0, Chrome no longer trusts the connection.
I get a message that says this:
This site can’t provide a secure connection
{CER IP ADDRESS} uses an unsupported protocol.
ERR_SSL_VERSION_OR_CIPHER_MISMATCH
It does work with Firefox.

Hi Bill
Please get the tomcat of CER signed but use SHA-256 hash for leaf and make sure that CA's signing it are also SHA-256 hash certificates. Then re-upload the chain on CER. Chrome rejects any certs in chain which are SHA-1 hash or anything other than SHA-256 hash while Mozilla does not.
