Equipment ground for TANDBERG Codian MSE 8000 Chassis

We have a requirement to provide a facilities equipment ground for a new MSE8000 Bridge.  The new bridge will have an external ground lug on equipment chassis.  Our facilities electricians have asked if the ground is a fault ground ... or signal ground.  If I understand correctly, the fault ground can simply be grounded to the facility service ground.  If the equipment lug is a signal ground, then it must be run independently to earth ground to eliminate possible noise.  Simple question, but many differing opinons on how and where the ground lug should be bonded.  ??????
