Group Creation in CUCM 11.5

I'm working on creating a group in CUCM 11.5 for my help desk team. I've already created my user role and everything else, but when I go to create my group, nothing is populating. I have no add new button or even show groups in User Management > User Settings > User Groups . I've been looking for this and I'm starting to think i'm going crazy.

Go to that page you mentioned, then click Help -> This page, and you'll understand why there is no add button.
