I have the latest v9.1.0 Jabber Client for Windows. When I place or recieve a call and connect with another person with video enabled, how do you disable this? I can disable the video from my side from starting, but not on the inbound side. With video enabled on a remote call the audio will sometimes become choppy because video affects the bandwith.

There the File, options, call options set it to: Never start calls with video.

Reset Cisco Jabber client , if not working add Never start calls with video setting to Jabber configuration file and set it to false or disable this in the Jabber client settings

Simply you can do it without the config file , in call manager , go to the Enterprise Parameter, Under cisco jabber, the setting never start call with video always , set it to true , i just did that today in one of my deployments and worked just fine

The Cisco Jabber file can be uploaded to CUCM Publisher that is acting as TFTP server, upload the file with your <StartCallWithVideo>false</StartCallWithVideo> setting and restart the TFTP service and browse the file in IE or Chrome at http://X.X.X.X:6970/jabber-config.xml whereis x.x.x.x is the IP address of your CUCM/TFTP server , and validate that the setting is exist , if so then reset two Jabber clients and login again and make a test call , should start as audio only and you still has the option to escalate the call to video if you want
Notice: you cad use the enterprise parameter to easily achieve this , i use this option a lot , also don't add to Jabber config file setting that you don't need , just keep it simple
