IM&P multi domains privacy

I currently have a CUCM cluster with Communications Manager and IM&P servers and two seperate presance domains setup.  In Jabber under the "Options --> Privacy" menu there are two headings "Inside my domain (domain1.com)" and "Outside my domain".  I have setup two users in different domains to "Prompt me every time." for users "Outside my domain" however the users in domain1.com can add, message and view presance status of users in domain2.com without any prompt getting sent out to the user on domain2.com (and vis versa).

Why are these users able to communicate with out first being prompted as they are in different domains?

Because all the domains that IM&P handles, are considered inside domains, they're not considered an outside domain.

Right now, that is WAD, if you use a multi-domain deployment, all the domains that IM&P recognizes, will be able to communicate.
