Incosistent call states event sequence in TAPI 12.5

With the TAPI 12.5, we observed that the call states for the outbound calls are inconsistent where sometimes it shows Dialling or Ringing in the Call Control panel of the CallTouch application.  So, we analysed the TSP logs and found inconsistency in the sequence of call state events received from the Cisco switch. I have attached TSP logs.
 
For quick reference (from TSP log file):
Generally, we have observed that the following sequence of call states events in TSP logs:
TAPI CallState=0x00000010 Dialing
TAPI CallState=0x00000200 Proceeding
TAPI CallState=0x00000002 Offering
TAPI CallState=0x00000004 Accepted
TAPI CallState=0x00000020 Ringback
 
But, at one instance (mentioned the DateTime) in the log file, the Dialing and Proceeding call state events are missing.
