Our organization used to use Spark as our IM tool. We have switched to Jabber for Windows and the ability to get someone's attention with the client does not seem to be a feature in Jabber. With spark, there was a little bell icon in the chat window that would allow you to "buzz" the other end. This would cause the client window on the other side to pop to the front and "wiggle" to get their attention. That feature is sorely missed. There does not appear to be a way to get someone's attention if they haven't noticed you sent them a message.
