Hello!
         My goal is to get a job as a CCIE in Cisco INC America i am doing CCNP R&S so i got an offer to do one of the mentioned certification with no charges so which one is best? (Better path to get into Cisco)

There is no objective way to answer this question.  Pick whichever you can use to develop your current skillset.  A selection of either is unlikely to impact you getting past an interview at Cisco, and would, in any case, depend on what role you were applying for, and in which vertical.

Then perhaps it makes sense to focus on that first?  Not advice - just an observation.  I don't think this is the correct forum for these types of questions in any case.
