Nope, this is not true.  Cisco SDKv1 will be released by due time frame as posted on CDN link.  Meantime pls use Android SDK 2.2 release.

You can also get started now by creating a custom skin with the same basic dimensions as CIUS.  The nice thing about Android is that many visual elements are described via a layout mechanism and then rendered by the Android platform itself in a way that makes sense based on device screen size and orientation.

if anybody would be interested in an unofficial skin of the Cius for the vanilla Android SDK (no Cisco-specific functionality available), I just went ahead and created one with some graphics from the releases available: Cisco Cius Unofficial Skin for Google Android Emulator.
