On a C series codec, if I have a 'Y' cable can I get a digital DVI signal & RGBHV signal out of that DVI port at the same time?

No, you can only get one signal at the time.

i have a query can we connect a DVI-A (projector or monitor ) on C40 DVI -I output ?
if yes they i am facing issues like improper image on the display just a blue cloud and nothing else.

Hi Ravi,
sounds like you are just missing the OSD (On screen display) on your output. You can select the OSD by using the following xAPI:
xConfiguration Video OSD Output: n
Where n is the output you have connected your projector/monitor.
Alternatively, you can use the following remote control key sequence (when not in a call):
"disconnect - * - # - * - # - 0 -n - #" where n is desired output to change the OSD. Notice that this procedure will also restore the resolution (1280x720@60Hz for HDMI and 1024x768@60Hz for DVI) to the selected output
