CUCM Version: 6.1
I have setup a billing server for my CUCM. I get CDR flat files since the time billing server was setup. Is there way to get files that were created before the billing server was setup?

You can use the RTMT tool 'Trace & Log Central' to bulk download selected CDRs (by date-range, processed vs unprocessed).

I can't seem to get the flat files using RTMT. I tried following options:
 
Cisco CDR Agent
Cisco CDR Repository Manager
Cisco CDR files on CM server
Cisco CDR files on Publisher Processed

Hmm, works fine for me on my CM7.0(1) server.  All my CDRs are in the 'processed' list.  I used Trace & Log Central/Collect Files
 
Are you certain that CDRs for the date range you specified exist?  They are purged according to settings in the Admin UI.

Mayank, for the original CUCM that it didn't work for, when you first setup the 'Application Billing Server' do you remember getting a prompt asking to send undelivered files? If I remember correctly, you can change the value in the Host Name/IP field you should get that prompt, and then send any CDR not already delivered (if your repository settings/thresholds didn't already delete them from the database).
