TMS does not currently provide a monitoring API - only an API for scheduling.
If you wish to create a monitoring application instead of using TMS, you can use the published APIs available from each the devices individually. That's what we did.. and we called it Cisco TMS TMS could be used as a model to illustrate what is possible to create using the APIs of the various devices - but TMS does not offer a monitoring API of its own to expose or automate TMS's monitoring capabilities.
You can use the event notification features of TMS and SNMP trap features of TMS to have TMS report things upstream to a person or other application.
