Dear Gang;
I have an applicaiton that is trying to place a terminal observer on phone before using the sendData method oc CIscoTerminal to send XML to it. The problem I see is that while the Terminal Observer causes all the new Generation phones (7961,75, 41, etc) to fire InService terminal events, the old generation phones do not.
Any ideas?

what specific old generation devices are you referring to?

Basically all non-G phones: 7940, 7960, etc

Ideally you should be seeing TerminalInServiceEv on adding TerminalObserver assuming that device is registered. What is the phone model that you are using?
Also, provide us complete JTAPI log for the instance where the issue is seen along with UCM and JTAPI version.
