If you are using a 64-bit OS, the library has been renamed to ciscortplib64.lib and you can find it in C:\Program Files\Cisco\CiscoTSPx64\RtpLib\Include\
If you are using a 32-bit OS, the library has been renamed to ciscortplib.lib
