The preliminary design proposal gives you a rough idea of how Unity will fit into the existing infrastructure, how it will replace the existing voice messaging system(s), and what additional infrastructure will be required to support Unity. (You will build on this and refine the required infrastructure when you perform a feature/functional evaluation of Unity.)
The preliminary design proposal also serves to collect and organize all of the site-specific information in one place, for future reference.
