The preliminary design options give you a better idea of what type of work will need to be performed, and how it will be performed. They are the meat of the preliminary design proposal, which helps formulate the beginnings of the high-level design, and allows you to determine which design areas will need additional work and focus.
You will refine the preliminary design over the next two phases (Planning and Design), ultimately preparing a very detailed design plan.
