When using the Swagger API pages, it seems that the scope field needs to have a value of "All". This is the default and non-changeable value for scope when creating a user.
In two separate cases in the Swagger API pages I have seen an instance where the scope value is not automatically populated, and an instance where it is. See attached images.
There are also examples where the scope is not required at all, for example GET /flowanalysis.
Where the scope field does seem to be required, and can only have the value of "All", it should probably be populated by default in all cases in the Swagger API pages.

scope is not used today. We will use it in future for tenancy.
You can type in whatever you want in scope
