How to install JTAPI in dockerfile as per instructions?

I ran install64.sh. Moved to the installation site. And as I understand it, the jtprefs.bat file launches the jtapi.ini graphical configuration utility, after which the .jtapiver.ini file should appear? When I run it, nothing gets executed or waits. Can I just skip this step?

How can I even set this in the Dockerfile?
