Need help regarding connecting to Finesse desktop agent interface

According to the instructions provided in our sandbox environment, I connected my VPN and accessed the following machine, AW1-A server.
I launched Remote Desktop to the AW1-A server located at 10.10.20.21 using the credentials:

Login user ID: BERLIN\pcceAdmin
Password: C!sc0DevNet

I was able to access the machine successfully; however, when I tried to access the Finesse agent login using 
 
I encountered the following error.
This Finesse Server is currently out of service. For more information, contact your administrator.
I have encountered this error multiple times.

you could try t ostart the finesse service or failing that restart the finesse server using : SSH to the server and issue "utils system restart" to reboot the server

could you please provide a reference or some step by step guidance?

I followed the steps provided but i still receive the same issue.
