After receiving the first email about Sandbox ready in 8 minutes, I haven't received the second email about the connection information (VPN information) on Sandbox for app hosting sandbox.

You can find this in the "Output Window" in your reservation.

Yup, occasionally it happens; it happened to me 2x over last month; just do new reservation again if you can.
