Thanks for posting up! The Collab Endpoint lab is a shared environment, so there's no admin access to the Collab servers in that lab. In the collab endpoint, you can run the commands to provision a phone or device by clicking the commands button with an active reservation:
If you need to get access to a Collaboration lab with full administrative access to the Call Manager, make a reservation of the Collaboration 11.5 Sandbox.
