All LEDs blinking abnormally on Cisco device 800 series

Good afternoon to all. I would like to ask for your support in trying to deduce why Cisco reference computers and 800 series are exhibiting the behavior that I attach, all the LEDs of the device blink every second and the equipment is blocked. I don't have access to my computer via console. Electrical conditions at the site are within normal (phase-ground, neutral-ground and phase-ground). Do you know or can you help me by indicating possible reasons for this behavior?

Looks for me device is Faulty but you can try below steps :

1. connect console and check any output

2. try reset to factory

3. make sure input power is ok - try different outlet

A few days ago the router was tested and was working, when it was transported and reached the point where it would finally be connected, it was there where since it was turned on it began with that behavior. I did not understand why, if it would be a blow in the transport or if it is a matter of electrical conditions in the final site, is that what I would like to consult the reason for the behavior do you know any kind of events that cause that state in the router?
