Anyway to limit the rules/filters users can edit in a policy?

In our Incoming Mail Policies, we have a policy for blocked senders. In that policy, there is a single Sender/Recipient rule which holds all the blocked senders. Is there any way prevent users from adding more rules and limit their access to only edit that single rule?

Similar to when creating a user role, there is the option to only edit policies that are specified. Any way to make that more granular to also include rules? I'm guessing not. 

Below screenshot is what I mean by "rule".

No... not in ESA, its not that granular.
There are some external ways to add things you could block on, in no particular order

1. An ldap group (whether you did it in AD, or an ADAM instance or some other LDAP server)
2. 15.5 has API calls to do this now (edit the senders list in a policy), so a place that they could edit a list that got pushed into the ESA would work.
3. External Threat Feeds but you'll end up processing the mail more than you'd want to...
