For blocking spammers, is it better to use the Sender Verification Exception Table (enter smtp address of spammer, set to Reject) or use a Sender Group that sends the message to a blocking / reject mail flow policy? Is it the same for blocking sending domains? Is it the same for origin IP addresses?

The HAT sendergroup is specific for sending MTA's hostname or IP while sender verification is for sender's domain or email address.
So both can certainly be used based on what the target is for blocking such emails.
Hosted domains such as O365 would not make sense to be blocked by HAT sendergroup as an example.
If there are missed spam, you can also submit those samples to spam@access.ironport.com as an attachment.
