ESA Content Filter and rcpt-to condition

Hi, I was under the impression that content filter are processed for individual recipients. In the user guide is stated:

"Content filters scan messages on a per-user (sender or recipient) basis.".

However when I read the text for the rcpt-to condition in the User Guide I see:

"The Envelope Recipient rule is message-based. If a message has multiple
recipients, only one recipient has to be found in a group for the specified
action to affect the message to all recipients."

So, how does this work? Is in a content filter the envelope recipient exact one recipient or are there possible more recipients?

even you take individual user in the Group of recepients,. all will be scanned for same body message and blocked.

So it make sense, regex the body and check the content and block all, rather doing multple task.

Hope that make sense design point of you, you save time and CPU power.

if you looking receipient email - that will be different rule, as per knowledge message body will be global.
