How to detect unicode characters in an email?

Greetings,

I am trying to use a content filter or a message filter searching body only contains text or body only matches dictionary. 

Try different unicode formats:

U+29BF
⦿
⦿
⦿
%E2%A6%BF
\u29bf
\xe2\xa6\xbf

=E2=A6=BF
%E2%A6%BF

So far nothing is matching. Please let me know the correct unicode format to add to the dictionary or the condition.
