The Policy quarantine allows for the attachment to be stripped, however only when freeing up space.
If the quarantine’s Default Action is set to Release, the message will be released when the retention time period expires or when the quarantine overflows. You can configure the Policy quarantine so that the following actions are performed on messages before they are released due to overflow: strip attachments, modify the subject, and add an X-Header.
However, manually released emails would be delivered as is and do not strip attachments. Ideally, if you would like attachments to be stripped by the filter then it can be accomplished before the emails reach the quarantine.
