I know for inbound messages, it is possible to write a message filter that will bypass content filters. I am curious if there is a way or message filter that outbound messages can skip content filters if it is going through an encrypted protocol such as TLS?

It sort of depends on how you decide whether a mail is going out via TLS or not... We prefer it, but require it for a few domains (mostly banks and health insurance), so about 70% of our mail goes out TLS
Under Mail Policies/Ougoing Mail Polices, you could create a policy with nothing turned on for certain domains, or just turn off filtering for everything...
