Message Filter

I am needing to make a filter that will modify the header. The rule should defer processing until the end of the message.

Can anyone advise if this is possible?

Message filters happen early in the work queue

Content Filters happen late in the work queue, and Content Filters happen in the order they're in the gui. That might not be late enough, depending upon what you need...
