Spam Quarantine Reports Exclusions

How can I exclude users and/or distribution lists from receiving the spam quarantine report email?

The Spam Quarantine itself has no way to exclude specific users.  So the only way to avoid Spam Notifications being triggered for a given email address is to never Quarantine that address' spam.  This can be done by creating a new Incoming Mail Policy listing those addresses. Then adjust the Anti-Spam settings for the new Policy to use an Action other than Quarantine.
