I have a user that wants to create a safelist for email that regularly goes to a distribution list. The user will get a notice that the email has been caught in the spam filter, can releast the email but is not able to set a safelist for the address.
Is there a way to grant access to create a safelist for email that is sent to a distribution list?

Hello Messenger,
Users can only add an email sender's address to their own Safelist. There are no available permissions for users' Safelist/Blocklist settings. As such, you would not be able to grant them access to anything that is not already availalble.
If any users find that valid messages from distribution lists are being tagged as spam, it would be a good idea to open a ticket with Cisco IronPort Customer Support. They can then work with the IronPort Anti-Spam team, to correct any rules causing false positives.

I'm not sure how often the Safelist gets compared to the users list in AD, but it is just a CSV file.. you could back it up, ftp it off of the ESA, add the entries you need, reupload it and then restore it...
