ISE 3.1 patch 8 not coming back up after graceful shutdown.

After graceful shutdown of our standalone ISE 3.1 patch 8 instance, two services refused to come up: Application server and M&T Log Processor. Steps taken:

1. Another graceful shutdown using the command "application stop ise" then rebooted the VM. Our ISE environment is a VM not a physical server.

2. Attempted to restart service with the "application start ise". The  Application server and M&T Log Processor refused to come up.

3. Yet again, I  Attempted to gracefully shutdown services. This time I rebooted the device and once on I used the "application start ise safe" and command and still the Application server and M&T Log Processor did not come up. 

4. W attempted shortly after to update our ISE 3.1 patch 8 to patch 9 and patch failed. Now when we attempt to restart services it gives this error: 

application start ise
Verified OK
% Error: ISE Integrity Check Failed! One or more ISE program files appears to
% be tampered with. Check system log for specific error(s).
% Application failed to start

Does this mean our ISE 3.1 env is corrupted? Please help.

Hi,

application stop ise, application start ise, just a command to stop and start ise service.

Do you have to try using the command reload? It will restart your whole node then try upgrade patch again.

if still not work connect to Cisco TAC to share the token access root for troubleshooting specific ise service.
