I see an option under the system support diagnostic-cli to run an event applet, but how is an EEM applet created in an FTD?

You can use Flexconfig to push EEM to the FTD.

 

1) Create a Flexconfig object

2) Assign User-created flexconfig object to the FTD

3) Deploy and verify

 

vftd-fmc# show event manager  

event manager applet period-event, hits 6, last 2018/07/27 18:50:08
  last file none
  event watchdog 60 secs, left 58 secs, hits 6, last 2018/07/27 18:50:08
  action 0 cli command "ping 192.168.1.1", hits 6, last 2018/07/27 18:50:08
