Cisco Industrial Switch PoE issue

Having issues with the switch below detecting a PoE device and powering it. Device complies with the IEEE 802.3af/at standards, it works on a PoE injector. Its only drawing about 5.9 W. No configuration works, even if i set the draw manually.  See below for messages. A "poe status" shows the port as "invalid PD"

does this PD work with other Cisco POE Capable PSE devices (such as IE-4000 or Cisco 9300)?
