Hello,
yes you can enable CIP on a specific Vlan. it will not cause an outage.
this has been tested by Cisco and Rockwell.
go to the Admin->Express Setup page
on the Express Setup page click on 'Advanced Settings'. Here you can configure CIP and the Vlan.
